Abstract
The purposes of this research were to know and describe subscription service in Sidoarjo Regency and implementation of the policy of the subscription in supporting local revenue. Today’s main issue which is appears on public service is the low quality of public services rendered by government officials. One interesting issue to study is the parking subscription service in Sidoarjo Regency. In this case, researcher studied about the parking subscription policy, as imposed by the government, whether it has already supported the local revenue or not. This was a descriptive qualitative research, which used approach in a qualitative manner. The research result indicated that the policy of the parking subscription has been able to support local revenue but the implementation needs to be improvinsied.

Summary
Menurut Undang-Undang Nomor 33 Tahun 2004, Pasal 1, menyebutkan pendapatan asli daerah adalah penerimaan yang diperoleh daerah dari sumbersumber di dalam daerahnya sendiri yang dipungut berdasarkan peraturan. Mardiasmo (2002), menyatakan bahwa pendapatan asli daerah adalah penerimaan daerah dari sektor pajak daerah, retribusi daerah, hasil perusahaan milik daerah, hasil pengelolaan kekayaan daerah yang dipisahkan, dan lain-lain pendapatan asli daerah yang sah. Jasa adalah kegiatan pemerintah daerah berupa usaha dan pelayanan yang menyebabkan barang, fasilitas, atau kemanfaatan lainnya, dapat dinikmati oleh orang pribadi atau badan, dengan demikian bila seseorang ingin menikmati jasa yang disediakan oleh pemerintah daerah, ia harus membayar retribusi yang ditetapkan sesuai dengan ketentuan yang berlaku. Retribusi daerah menurut UU No 18 Tahun 1997 tentang pajak daerah dan retribusi daerah sebagaimana telah diubah terakhir dengan UU No 34 Tahun 2000 dan Peraturan Pemerintah Nomor 66 Tahun 2001 tentang Retribusi Daerah dapat dikelompokkan menjadi 3 (tiga) yaitu: 1. Adalah retribusi atas jasa yang disediakan atau diberikan oleh pemerintah daerah untuk tujuan kepentingan dan kemanfaatan umum serta dapat dinikmati oleh orang pribadi atau badan. Penggunaan sumber daya alam, barang, prasarana, sarana, atau fasilitas tertentu guna melindungi kepentingan umum dan menjaga kelestarian lingkungan
