Abstract
This article presents partial results of a research that aimed to investigate, in a micro-region of northwestern Parana, the process of implementation of the Health Surveillance (VS) in relation to the organizational model of Care Networks. A quantitative and qualitative method was used with a sample of qualified staff, managers and users of the Sistema Unico de Saude (SUS). This article presents the results of structured interviews with managers from 24 municipalities. Interviews data were processed through the content analysis and categorization technique. The results showed that areas of VS are working unevenly in the region, especially the Epidemiological Surveillance. A dependence of the municipalities on the federal and state levels, both in terms of financial and personnel resources, was also shown. Independent local actions consist, in general, of lectures at schools and of home visits by community health agents. We believe that VS is under construction in the region, with positive indicators by managers. The study showed the need for further research to understand in depth issues related to work teams and financial resources, as these were the most critical issues, at the local level, to consolidate VS.

Este artigo apresenta resultados parciais de uma pesquisa cujo objetivo foi investigar numa microrregião do noroeste do Paraná o processo de implantação da Vigilância em Saúde (VS) em relação ao modelo das Redes de Atenção. Neste artigo apresentamos resultados das entrevistas estruturadas realizadas com os secretários de saúde de 24 municípios. O tratamento dos dados das entrevistas foi feito com a técnica de Análise de Conteúdo e Categorização. Os resultados mostraram que as subáreas da VS estão funcionando de maneira desigual na região, com predominância da Vigilância Epidemiológica. Também ficou evidenciada uma dependência dos municípios em relação aos níveis federal e estadual, tanto em termos de recursos financeiros quanto de pessoal. Consideramos que a VS se encontra em construção na região, com indicadores positivos pelos gestores.
