Abstract

Abstract This review provides an overview of consumer and government responses to bovine serum encephalopathy (BSE) and draws lessons for industry stakeholders. The approaches taken around the world to contain the risk of BSE where it was discovered reveal important patterns, differences and difficulties. Important lessons are drawn in three areas: (1) the paramount position of consumers of beef with respect to production, processing and regulatory activities; (2) the importance of clearly communicating relative risks of infection to the public; and (3) the critical role of improved international trade rules to mitigate financial impacts of animal disease outbreaks.
