AbstractThe Northridge earthquake did not change precast concrete design practice per se—and this is unfortunate. Valid concerns regarding the performance of precast concrete members were overlooked in a rush to judgment that illogically imposed empirical constraints on design practice: this is all too characteristic of our approach to structural engineering and especially true in the recent codification of seismic design practice.
