Abstract

Healthcare waste due to inappropriate and/or unnecessary care is a major contributor to unsustainable healthcare costs in the United States, accounting for more than 20% of total healthcare expenditures. 1 Berwick D.M. et al. JAMA. 2012; 307: 1513-1515 Crossref PubMed Scopus (1208) Google Scholar The reasons for this waste are multifaceted but are in large part a result of care rooted in supply-driven behaviors and disregarding scientific evidence about who is most likely to benefit from a given service. 1 Berwick D.M. et al. JAMA. 2012; 307: 1513-1515 Crossref PubMed Scopus (1208) Google Scholar One commonly used method to eliminate supply-driven behaviors, such as economic incentives favoring overutilization of discretionary services, is to enact payment reform designed to eliminate such perverse incentives. However, the extent to which these payment reforms are effective at curbing waste is unknown.
