Abstract
The aim of this article is to create a comprehensive environmental program of the efficient use of forest resources through the improvement of the ecological and economic methods of environmental management in conditions of the limited material resources for the measures and considering the ecological characteristic features of the Mykolayiv region forestry. The model of the optimal allocation of the limited material resources for environmental measures is created using such methods as the environmental-economic analysis and dynamic programming considering the ecological and economic factors. The optimal variants of implementation of the environmental measures to reduce the damage to the forestry are considered taking into account the limited resources and the environmental criteria. The methodology of the environmental and economic damage evaluation caused by the damage and death of forest resources and the model of the optimal program of the limited material resources allocation for the environmental measures considering the ecological and economic factors is suggested for using in the Mykolayiv region. This method provides the ecological and economic evaluation of the effectiveness of forest resources use for the creation of the comprehensive environmental measures for the efficient forest resources use.
