Abstract

2008, sixty years from Universal Declaration of Human Rights, UN announced, series celebration activities host around the world. Basically, human right is a concrete presentation of moral and ethics. The right to social security has been fully recognized as a basic human right by Universal Declaration of Human Rights (UDHR) and International Covenant on Economic, Social and Cultural Rights, (ICESCR). This article begins with the overview of ”Social Security Rights” exploring relevant principles from Universal Declaration of Human Rights, (UDHR) and International Covenant on Economic, Social and Culture Rights, (ICESCR). Then, further discuss the development of International Labor Convention No. 102, the role of implementing Social Security Rights, other impacts, coming challenges and new trend. Finally, examine the implement of Social Security Rights in Taiwanese security system to generate reflection and new strategy toward coming future.
