Abstract

After a blackout, power system conditions change extensively. It is challenging for System Operators (SOs) to restore the power system to normal operations. Because operating criteria during restoration differ from criteria during normal system conditions, SOs may have to play multiple roles that are different from their day-to-day operating roles. This paper describes how the American Electric Power Service Corporation (AEP) Energy Delivery Operations department evaluates challenges faced during blackstart, and identifies opportunities to assist SOs to effectively and quickly restore the Bulk Electric System (BES). AEP evaluated its shared use of planning and assessment tools and processes by its Planning and Operations departments, lessons learned from EMS computer-based simulator blackstart drills, and other opportunities. This paper provides insights into how Energy Delivery Operations used this information to enhance its annual System Restoration Blackstart Plans and Operation Procedures for AEP's transmission footprints in three Regional Transmission Organizations/Independent System Operators (RTO/ISOs).
