Abstract

Indonesia is in struggle to reach innovation-driven economy level. Utilization of great resources can be the way to accelerate the process. For that, Government of Indonesia has created a number of regulations. One of the policies is to develop innovation center as incubator. Using literature study, this paper conducts a study to know ‘how incubation scheme by incubator in innovation center can promote Indonesian economic development’. Previous researches is reviewed and then combined with government regulation review, the scheme is determined. University is chosen as the best environment for innovation center. It is due to great input resources: academician and research output. The study shows that incubation process can promote Indonesia economic development by creating a technology-based start-up as the main output of innovation center. Academician and research output as the input and incubation scheme as the process. Indonesian economic development can be leveraged through collaboration between innovation center, government and business entity: government as catalyst and regulator, innovation center as technology provider and business entity as technology user.
