Abstract

This article examines the development of a police mechanism for identifying and processing career criminals (or habitual offenders) in a medium-sized city. The article concludes that police departments have a vital role to play in this process and that integration of efforts with prosecuting agencies should be sought. Regional (or multijurisdictional) information systems are proposed as a necessary means for enhancing individual police-department capabilities and region-wide effectiveness for quickly and accurately identifying major offenders from throughout a metropolitan area.
