Abstract

AbstractA high level of human capital help boost income growth, which ultimately leads to healthier economic growth. To better understand our debates in this chapter, the definition and measurements of human capital have to be verified. The further discussions link to human capital and capacity building practices, allowing for better labour movement, human capital quality enhancement, education, training, and providing institutions, support, and incentives for human capital development and sustainment. Later on, we further explain this particular positive peace pillar in the context of cities and communities. More specifically, we explore how ICT could play a part if a high level of human capital must be achieved and maintained.
