Abstract

The intensive use of ICT, which penetrates all parts of the society, challenges current models for governance and democratic control. This paper analyses these challenges within a number of those areas where the impact of ICT have been most visible. On this background, the paper discusses how this challenges the European public service model, and contributes towards development of a more market oriented approach to governance.
