Abstract

The year 2020 was dominated by the Covid-19 pandemic, which created a modus operandi of ongoing crisis management. Indeed, ensuring the safety of people at the same time as facing the unavoidable economic and social setbacks presented a truly severe challenge. In the shadow of the pandemic, however, crucial changes affecting human rights, local selfgovernment and education were also introduced.
