Abstract
This report provides an overview of humanitarian assistance during 2018 and analyses key normative texts published, including: the fourth edition of the Sphere Handbook: Humanitarian Charter and Minimum Standards in Humanitarian Response; UNOCHA's Recommended Practices for Effective Humanitarian Civil-Military Coordination of Foreign Military Assets (FMA) in Natural and Man-Made Disasters; and the outcomes of the Global Humanitarian Policy Forum. The report also discusses cases of serious sexual exploitation committed by humanitarian workers which were reported during 2018.
