Abstract

In light of the challenges in securing and sustaining humanitarian access, this Handbook lays out the existing normative framework regulating access in situations of armed conflict. It is hoped that it serves as a useful reference source for humanitarian practitioners and therefore enhances better access to civilian populations in need. NB: This Handbook was elaborated by the Swiss Federal Department of Foreign Affairs, the International Committee of the Red Cross (ICRC), the UN Office for the Coordination of humanitarian Affairs (OCHA) and Conflict Dynamics International.
