Abstract

The human resource development policy is a key tool to ensure a good performance of the health system, in order to meet the population health needs, and have a direct impact on the functional efficacy of the health system, on the quality of services and on the satisfaction level of the patients. In the Republic of Moldova the provision with medical personnel with university and undergraduate education is below the European average levels. Another human resources problem is the misdistribution of the medical staff across the country, with a concentration of specialists in Chisinau and lack of health personnel in the rural areas.
