Abstract
The present paper tries to analyse the problems faced by a primary health care (PHC) approach as conceived in Alma Ata in the field of human resources development. It is mainly based on three case studies carried out in countries with very different economic and social background as well as health care approach: the Dominican Republic, Egypt and Malawi.
