Abstract

This article constructed a measurement model of human resource management quality (HRMQ) from the perspective of total quality management (TQM) and enterprise internal service management quality, testing the validity of the model based on 326 enterprises' samples which collected by a questionnaire developed by the author independently. The result showed that HRMQ could be appraised form the level of technique, profession and strategy. At the same time, empirical results validated the seven levels maturity model of enterprise human resources management (HRM), it showed that the variance of the technical level, professional level and strategic level of HRMQ balanced mutually while upgrading HRMQ, reflecting that the high quality HRM emphasized the consistency of management more than the low quality HRM. This paper validated the rationality and universality of the theory and methods of BSC in enterprise management from the perspective of HRMQ.
