Abstract

The article discusses the issues of the development of science and human capital at the present stage of development, provides examples of the support of scientific potential in Russia. Using the example of Singapore's success, the historical reasons for increasing the general level of education in the country and improving the system of support for scientific development are revealed, information about Singapore's participation in various international rankings is provided. A comparative analysis of government programs aimed at the development of the scientific industry in a number of European countries, including Germany and Finland, is given. It is concluded that in conditions of increasing the role of the quality of labor and technological processes, it is the competent management of human capital that becomes the key factor determining the dynamics of innovative development and, as a consequence, the formation of the national innovation system.
