Abstract

Human capital is considered as a catalyst of economic growth. There is also a long-standing consensus that human capital can be achieved through spending on various social services. An increase in social sector expenditure is an affirmation regarding commitment of the government towards development and inclusive growth. A detailed study examining the course of social sector expenditure deserves special attention in the context of an emerging economy like India.
