Abstract

The first set of interviews showed how German university presidents handle reforms and also hinted at the importance of universitarian governance and the bystander role of other stakeholders. One of the focus questions in the second set of interviews was how German university presidents cope with the three major stakeholders, namely the academic senate, the federal-state ministries of science, and the board of trustees. I was especially interested in how the university presidents relate to these three groups.
