Abstract

Fishery financial policy is a vital tool to promote the development of the fishery economy. Based on 179 policy documents, this article traces the evolution of fishery financial policies in China since 1982, using the method of word frequency analysis, co-word analysis and multi-dimensional scaling analysis. According to the policy characteristics, China's fishery financial policies can be divided into three stages: the germination period (1982–2000), the preliminary development period (2001–2010), and the comprehensive development period (2011–2020). The policy focuses have shifted from supplying traditional finance service to realizing sustainable development of fishery resources and offering better services to fishermen. Several deficiencies have been observed during the policy implementation, so the paper suggests the following improvement strategies: increasing government support for fishery finance, enriching the collateral portfolio, innovating equity financing models for fishery enterprises and designing scientific maricultural insurance products.
