Abstract

While software interoperability can be achieved under European competition law, there may be a need for more structural measures. Some are envisaged by the European Commission in the Digital Agenda and could be imposed through legislation in the context of intellectual property. In parallel, soft law measures may be adopted to encourage dominant undertakings to give access to their interfaces.
