Abstract

A geographer specializing in the Russian economy looks at the experience of two large Finnish energy companies, Fortum and Neste, in Russia during the 1990s and 2000s, to reassess the relationship between Russia and foreign investors. The article asks if foreign companies can influence the course of economic transformation in Russia, thus creating favorable investment conditions. From a source base that includes company publications, news sources, and the scholarly literature, Fortum and Neste's strategies for multidimensional geoeconomic engagement of Russia, their participation in pro-development coalitions of influential actors, and cultivation of long-lasting interactions with top Russian decision-makers are detailed and analyzed.
