Abstract
Much of former East Berlin's housing lies within large, prefabricated estates that contain around 240 000 dwellings. However, such areas are now suffering from serious deficiencies of construction and design, and in 1992 the Berlin Senate resolved to refurbish all of these areas. The regeneration scheme for the Hellersdorf area shows how this policy has been applied, and its experience suggests lessons for housing regeneration in other contexts.
