Abstract

The article analyzes the existing approaches to the assessment of human capital. The authors of the article propose a method for assessing the impact of the level of development of the housing sector in the regions of Russia on regional human capital. The assessment is made by means of calculating the aggregated characteristics: The Human Capital Index and the Housing Index. When calculating the Human Capital Index in the regions, its qualitative and quantitative components are evaluated. The results of the assessment display a fairly significant impact of the housing sector on formation of both quality and quantity of regional human capital. The results of the calculations also indicate a significant heterogeneity of regional development and a more unfavorable situation in the demographic sphere compared to the education and qualifications of the population.
