Abstract

Livestock improvement is a slow process. Many unexpected limitations arise to retard any well planned program that may be devised. Whenever a group or breed of animals exists in sufficiently large numbers to adequately meet a specific need or demand the undertaking may perhaps be said to have achieved its object. In certain sections of the country at least, there is a real need for a greater number of suitable farm horses. Areas still remain where the annual expenditure for replacement stock is a heavy financial drain on the relatively low farm income. Many different activities have been used throughout the county to create interest and encourage raising and using superior farm horses. Always educational work and often regulatory measures have been employed to improve horse breeding methods. Both methods are confronted with limitations. Regulatory measures in the form of public service stallion enrollment laws have played an important part in horse breeding in many states.
