Abstract

Abstract This chapter examines the efficacy of justice reform in creating effective mechanisms of horizontal accountability in El Salvador and Guatemala. There is little evidence to suggest that reforms have instilled in judges, prosecutors and the police a commitment to horizontal accountability. Moreover, the public remains skeptical about the impact of reform in promoting horizontal accountability.
