In order to have first hand information, I have requested the Housing Branch, political parties and the PCPHP, to provide me with relevant information for the study.17 The specific purpose of this research is to explore the relationship between social and housing policy, the development of housing policy in Hong Kong, the influence of the different actors, the true meaning of housing, as well as the characteristics between different forms of tenure and their respective advantages and disadvantages. Attempts will be made to answer the following questions: a) Which is the best form of housing tenure for Hong Kong? b) Should housing policy be market driven? c) Will the measures of LTHSR be effective to achieving the desired goals? d) Will public participation be a better choice in making housing policy in Hong Kong? Plan for the Chapters This chapter has specified the research problem and presented the background, purpose, and significance of the study findings. The following chapter will present a review of the literature and the pertinent theoretical concepts related to the research. Chapter 3 describes the evolution of the housing policy from the then fragmented, ad hoc, centralised to the one of consultative, quasi-centralised and market oriented in nature. Chapter 4 analyses the views of the actors such as pressure groups and political parties and their influences on policy-making. Chapter 5 presents an assessment of the LTHSR in relation to the rationale and ideology of the government and examine the feasibility of the new rent policy. Chapter 6 concludes the findings of the research and presents recommendations for future references. 11
