Abstract
Stolen cars, stripped down, burned out, on the side of the freeway. Two of them abandoned outside the precinct Police Station. Armed police on the subway platform. Subway trains covered in graffiti, inside and out. Tense, foreboding, menace on the streets. Harlem and the Bronx, New York. The real‐life world of films like “Fort Apache”.A cluster of wheelchairs. Passers‐by pausing to chat. Banter and laughter. Relaxation. Harlem and the Bronx. Care in the community, in circumstances which would lead most of us to despair of surviving, let alone forging ahead with returning people, long‐institutionalised and with severe handicaps, to life in the community.
