Abstract

The paper examines topical issues of the high-tech cluster structures formation in the Russian advanced defense-industrial complex, taking into account a given digital development vector. As results of the research conducted, the authors identified the following problem points: (1) there are numerous problems existing in the military-industrial complex development, including the current situation in the state defense order (SDO) and military construction in general; (2) lack of theoretical research and practical developments, as well as theoretical and methodological support, on how high-tech defense-industrial clusters in the current economic conditions should be considered. The scientific novelty of our paper is represented by three significant provisions. Based on the scientific analysis of “cluster formation” as a concept, a new scientific term “high-tech defense-industrial cluster” is formulated by the authors. A high-tech defense-industrial cluster is understood as a complex multifunctional economic system, formed initially on the basis of closely interconnected industrial and defense-industrial complex enterprises, organized on co-operative lines, with institutional and innovation environments giving a strong impetus for further sustainable development and competitive advantages based on the national economy digitization. Second, the author’s systematization of key factors for creating high-tech defense-industrial clusters was prepared and proposed, their distinctive system properties were highlighted, and an algorithm for the high-tech defense-industrial clusters formation, taking into account their industry specification, was presented. The research result is the conclusion that creating high-tech clusters in the defense-industry complex is a critical step in digitizing the industry. This process would strengthen the defense-industrial complex, its organizational production and structure research potential in line with the tasks of ensuring the Russian national security.
