Abstract

Subject. The article considers the public policy in the field of higher education, in the context of profound changes in the world. Objectives. The study aims to analyze processes of forming the educational ecosystem at the national and international level. Methods. The study employs general scientific research methods. Results. The key strategic areas for improving the efficiency of higher education are related to targeted funding, quality of teaching, and human resource (talent) management. Conclusions. The effectiveness of national higher education systems is determined by the ability to use available resources to achieve the development goals of the society.
