Abstract

ABSTRACTInterest in setting high educational standards is at the forefront of many school reform programs in the United States. States' pursuit of high standards can be advanced through implementation of programs such as High Schools That Work (HSTW), which emphasizes high expectations and rigorous academics for all students, including Career and Technical Education students. High Schools That Work is the largest comprehensive school reform program for high schools in the United States, with over 1,000 schools in more than 30 states currently participating. This report describes the program, previous research, and recent research studies conducted by ETS to ensure validity for the HSTW program.
