Abstract
Anomalously high values of the resonant refractive index, Rayleigh scattering extinction coefficient, and absorption or amplification are predicted for a heterogeneous medium composed of metallic nanoballs suspended in a transparent matrix. Optical characteristics of original materials do not posses resonant features.
