Abstract

The season's economic and health policy storm was precipitated by a historic recession, trillion-dollar-a-year federal budget deficits, and a national debt approaching $10 trillion. The future was so bleak that Standard & Poor threatened to downgrade the outlook on US Treasury bonds. Health care reform financial projections, never perceived as well grounded, were under more and more scrutiny and engendered less and less confidence.
