This study aims to develop a high-precision strategy for the positioning of marine vessels to monitor sea waves. Thus, the total electron content (TEC) in the ionosphere will be accurately corrected in the positioning process. We analyzed various aspects of ionospheric delay using the Global Ionosphere Map (GIM). The results indicated that the ionosphere was affected by the frequencies and long-term changes of the TEC. It is critical to synchronize the correction information and GNSS observation data on ocean vessels. We developed a methodology for the time synchronization of the GIM, specifically for the ocean, on which only a small number of continuously operating reference station (CORS) networks are available. The generated ionosphere model was compared to the GIM with a maximum of 1.6 TEC, which should be verified for a longer period of time.
