Abstract

Finding optimal solutions to the problems of complex systems is very difficult. Hierarchical analysis, involving the breaking down of a complex problem into a series of sub-problems. finding optimal solutions of each, and then securing an overall, integrated solution. is an useful technique that can be applied to a wide variety of problems and systems. The paper describes various bases for disaggregating complex problems, and the application of a two-level hierarchical analysis involving linear programming to estimate the seasonal demand for water for optimizing the productivity of an irrigation command area. The limitations of the study. as well as the potential applications of the technique to a variety of problems ranging from organizational development to the development of multi-purpose reservoir systems, are indicated.
