Abstract
We construct a static quark effective theory, for a current coupling to two heavy quarks, in which we simultaneously treat both of them as heavy. This allows us to retain in the matching conditions the dependence on the ratio of their masses. We use this to predict the cross sections for production of B B , B ∗ B and B ∗ B ∗ in e +e − annihilation in terms of the cross section for D D . The effective theory is also used to calculate form factors in semileptonic B to D or D ∗ decays.
