Abstract

The offshore activities are carried out by TPAO since 1970 in the Turkey’s seas. In this context, offshore activities was tried under relevant common licenses with BP in Eastern Black Sea, with Chevron and Tiway Company in Western Black Sea, with Petrobras and ExxonMobil Company in Central Black Sea. Firstly, deep sea offshore studies were began in Trabzon sea area in Hopa-1 well with BP-TPAO Partnership in 2005 inIn Later studies, Sinop-1 and Yassihoyuk-1 wells were planned with Petrobras-TPAO and TPAO-Chevron at the beginning in 2010 as joint venture study. Finally Surmene-1 well was drilled in the end of 2010. In the last three wells drilling rig platforms in the world’s largest flag of Norway “ Leiv EIRIKSSON” drilling rig was used. Yassihoyuk-1 and Surmene-1 wells drilling operation in the Black Sea by TPAO is important study about providing international HSE standards of Turkey. In this context, the service procurement has been provided for emergency medical services, This services include; medical response (7 days 24 hours work, traffic accidents, etc.) at the facility in the cases of emergency, to transportation of sick and ill/injured staff from sea by helicopter ambulance and conveying staff to hospital for delivery of a fully equipped service. In the same time, the exercises relevant to this services has been made in the platform. Within the framework of the Oil Pollution Emergency Response services, preparing of Oil Pollution Dispersion Modelling, Geographic Response Plan and Sensitive Area mapping reports, to response for Level 1-2 Intervention services and equipment leasing, to training about “Incident /Crisis Management” have been provided and exercises has been made about this issue. In addition for determining of marine environment condition under Yassihoyuk-1 project, “Drilling Revenue Distribution Modeling”, “Characterization of Marine Environment, Annual Report of the Effects Assessment and Precautions” and “Environmental Management Plan” was prepared. On the other hand, certification was made for supply vessel for this Offshore Project first time according to Turkish certification regulations and rules of Marpol 73/78 Annex-1, 4 and 5 . “Ship Waste Import License Certificate” was given to foreign supply vessel for transportation of waste from platform to port land by Zonguldak and Trabzon District Manager of Ministry of Environment and Forestry.
