Abstract
Reprinted below is the introductory chapter from Healthy People, the United States Surgeon General's Report on Health Promotion and Disease Prevention (Washington, DC: Departmient of Health, Education, and Welfaire, 1979). This report, thefirst of its kind, blut wvith a clear antecedent in the 1964 Surgeon General's Report on Smoking and Health, analyzes risks health and sets goals for health improvement for different age groups in the United States. In the introduction, Joseph A. Califaino, Jr., then Secretary of the US Departmnent of Health, Education, and Welfaire, states that the purpose of the volume is to encouraige a second public health revolution in the history of the United States, the first such revolution being identified as the struggile alg(iinst infectious diseases. Califano states further that the document represents an emerging consensus amnong scientists and the health community that the nation's health strategy must be dramatically recast emphasize the prevention of disease.
