Abstract

India is one of the pioneers in health services planning. The focus has been on primary health care. In 1946, the Health Survey and Development Committee, headed by Sir Joseph Bhore, recommended to establish a well-structured and comprehensive health service with an emphasis on sound primary health care infrastructure. This report not only provided a historical landmark in the development of the public health system but also laid down the blueprint for subsequent health planning and development in independent India. Improvement in the health status of the population has been one of the major thrust areas for the social development programmes of the country. Health is fundamental to national progress in any sphere. The health of the worker is an essential consideration, for the efficiency of industry and agriculture. In terms of economic development, nothing can be considered more important than the health of the people, which is a measure of their energy and capacity as well as the potential of man-hours for productive work in relation to the total number of persons maintained by the nation.
