Abstract

Many statutory authorities are abandonning grant schemes for funding voluntary agencies in favour of more tightly prescribed commissioning regimes. These changes in funding arrangements fundamentally alter the relationship between statutory and non-statutory sectors and challenge the autonomy and independence of voluntary action. This paper describes the response of the Hackney Advice Forum to the perceived threat of commissioning and highlights issues arising from this.
