Abstract

In 2012, the permanent constituent incorporated, through an amendment to the fourth article of the Mexican Constitution (CPEUM from its name in Spanish), human rights to the healthy environment, water, and sanitation, including, in its transitory, the mandate to Congress of the Union to publish a General Water Law (LGA). To meet this legislative obligation, various legislators and citizens presented, as of June 2020, four initiatives in the LXIV Legislature. The objective of this work is to review the human rights component of these proposed laws, through a bibliographic review and an analysis with a human rights approach of the State’s obligations in this matter contained in the proposals, which allowed the identification of 22 human rights different inserts in the initiatives. The result recognizes the usefulness of this methodology and its relevance for the legislative process.
