Abstract
The purpose of this paper is to study the set Exc of excessive measures with respect to a convolution semigroup on a locally compact semigroup. In this general frame no translation-invariant measure is available and we will deal with excessive measures rather than excessive functions. The approach does not involve the associated resolvent. This makes things less flexible, but even so Exc is an H-cone, which is the main result.
