Abstract
The connotation of the concept of scientific development ispeople-oriented,comprehensive,coordinated and sustainable development.The vitality of the management lies in innovation,and medical research management innovation requires to insist establishment of the scientific concept of develop ment.During creating the new Capital Medical University the management of scientific research implemented the scientific concept of development and insisted people-oriented.The teacher initiative of engagement in scientific research and creativity were stimulated by the effective management.By a series of measures such as coordination and properly dealing with all aspects of the relationship between the integration of scientific research team,optimizing the allocation of resources,and vigorously promoting the activities of scientific and technological innovation,the scientific research and technology acquired the sustainable development and has made unprecedented achievements.
