Abstract

AbstractThe Philippine military rolled out the Internal Peace and Security Plan (Bayanihan) in 2011, legitimizing the military’s support role to the government’s peace initiatives. Bayanihan commits the military to cooperative relationships with local stakeholders in all its activities towards the goal of turning over internal security responsibility to local governments and effecting an institutional shift towards an external security role. Based on research that used community-member focus group discussions and interviews of military officers and NGO leaders involved in construction, peace and development and disaster response activities in select Panay island localities, local military units have a limited number of nontraditional activities featuring seminal outward linkages, resource and expertise sharing with government agencies, the private sector, and local community from 2010 to 2014.
