Abstract

Current concepts of a sovereign wealth fund to strengthen the German pension system contradict basic principles of good economic policy and lead to inefficient capital allocations. Government subsidies for private pension plans are also ineffective as they distort saving incentives and lead to excessive saving. The government should focus on providing a pay-as-you-go public pension, regulating the market for private pensions appropriately, and perhaps establishing a public investment fund.
