Abstract

The twin strategic goals of developing a competitive power pool and expanding its membership base require the Southern African power pool (SAPP) to review its governance structure and institutional model. In the process, a number of issues and challenges have emerged that affect choice of options and solutions. These challenges and issues include corporate governance, sector reforms, regulation and competition. To understand the SAPP reforms one needs an appreciation of the different macroeconomic policies and developments taking place in the member states, the regional integration efforts and the projected power generational capacity deficit in the region
