Abstract
The author defines civil disobediance in five characteristic components. The bad ground for any try of showing any disobediance in Yugoslavia and Serbia is very difficult constitutional situation: neither the Constitution of Serbia nor the Constitution of Federation are the expression of national sovereignity. On the basis of sociologie research the author concludes that today the citizens of Vojvodina province, to a great extent want the rule of law with independent courts, but they are not yet ready to declare legitimately their disobediance towards any law which would be passed in a regular democratic procedure.
