Abstract

This article contains the comment submitted by the authors to the Bureau of Alcohol, Tobacco, and Firearms (ATF) concerning its proposed "reforms" to the ATF alcohol advertising regulations. These reforms were made public on December 12, 1980. Briefly summarized the comment states the following: ATF, through its response to solicited public comments and proposed advertising regulations, has shown a disregard for its public health responsibilities and an unwillingness to act in the public interest. ATF not only disregards the public interest and its own Congressional mandate, but shows no awareness of the Surgeon General's conclusion that alcohol is a major public health problem today. Instead it permits the industry to continue unabated massive advertising campaigns which falsely portray alcohol as a uniformly positive adjunct to a socially and sexually fullfilling, as well as an economically satisfying, lifestyle. ATF's conduct is disturbing and cause for concern.
